Where to Place Your RFID Car Sticker

  • To ensure your sticker works properly do not place it next to a SunPass. We recommend you place it driver’s side center.
Waste Management Pickup Schedule
Regular Service TUESDAYS & FRIDAYS

  • Except for pickup days, trash cans must be kept in a location not visible from the street, at any viewing angle.
  • Trash cans must be positioned at the curb no earlier than the evening before the day of pickup by the contractor. Please do not impede traffic when placing trash can near the street.  After pickup, trash cans must be retrieved from the curb no later than the evening of that same day.  If you are leaving town on pickup day, please arrange with a neighbor to retrieve and store your trash can after pickup or alternatively arrange with a neighbor to allow you to place your trash in their container before you depart.  Leaving your trash can at the street for several days, because you are out of town, is NOT an acceptable practice.  These procedures apply equally to recycling bins as well.

  • Lawn clippings and landscape cuttings must be kept in one’s garage or rear yard until the evening before pickup by the trash contractor, and then moved to the street for pickup.

KPOA Assessments / Pay Online
  • Kelly Plantation’s assessments are quarterly based; (January, April, July, and October)  due on the 1st of each month.
  • You can pay your assessment online via ClickPay.
  • To register you will need your Kelly Plantation account number. If you do not know the account number the Management Office will be able to provide it.

Kelly Plantation Community Standards contain neighborhood specific design standards for repairing or replacing your mailbox.  Please frequently check and routinely maintain your mailbox for dirt, mold, rust and dents.  If your mailbox needs to be replaced, please use the appropriate resource below for your neighborhood.

Fitness Center

Fitness center is open and unlocked between the hours of 6 am to 8 pm.

A after hours Fitness Center FOB can be purchsed online for $11 or you can request a 4 digit door code at no cost.

Parking
  • No vehicles are permitted to park on the grass. This includes private property and common area.
  • Regular parking of vehicles on the street is NOT ALLOWED. Occasional social events held in one’s home may require guest parking on the street, such occasional, short term overnight parking is allowed.
  • Campers, trailers, recreational vehicles, boats or large trucks may park up to 24 hours in the owner’s driveway.

New Owner Information

The Kelly Plantation Welcome Committee introduces new owners to the community.  They provide owners with “need to know” information and upcoming community sponsored events.

All owners are encouraged to get involved in Kelly Plantation and volunteer — Board, Committees, Events, Clubs, and Activities.

Golf Carts in Kelly
Florida Statutes require golf cart operators to be no less than 14 years old. In addition, the HOA (subsection 2(v) of the KP Use Restriction and Rules) states “at least one occupant of the vehicle must hold a valid state vehicle operator’s license and be over the age of sixteen.” Golf Carts must be registered with the Management Office.

Flags

Flag Poles

  • Permanent flag poles shall be no higher than 20’ from finished grade.
  • The proposed location of the pole must be within the “C” Zone of the residence and located in a flower or landscaped  bed.
  • Poles must be made of stainless steel or aluminum and of one piece construction.
  • Telescoping poles are not authorized.  
  • Plastic or wooden poles are not allowed.
  • Poles may be either black/white or silver in color.
  • Pole top ornament can be either standard ball mount, eagle, or plain.
  • Poles cannot have any attachments beyond the necessary halyard and truck.  Nautical masts are not permitted.
  • The base mounting and footer must be properly engineered and submitted for review/approval by the NCC prior to any excavation.
  • Additional flags to the US Flag are only permitted in accordance with  F.S.  72 0
  • All flags will be flown in accordance with 4 U.S Code

Sports Team Flags

  • Sports team flags can be flown game day and must be taken down by the next day.
Kelly Pets

We recommend all Kelly Plantation owners’ register their pets with the Management Office.  All pets must be on a leash at all times when walking through the neighborhood. Pets are not allowed to run at large onto public or private property without the permission of the owner or occupant of such public or private property.  

For your convenience, there is a Dog Park at Plantation Park and several dog pots with bags have been installed throughout the various neighborhoods for owners to properly dispose of their pet’s waste.

Okaloosa County Mosquito Control

TUESDAYS: Airport Road to Walton County line, Mary Esther/Fort Walton Beach and Bluewater Bay.

Okaloosa County Mosquito Control and the Florida Department of Health urge the public to remain diligent in their personal mosquito protection efforts. These should include remembering to “SWAT.”

  • Stay inside with screened doors and windows when mosquitoes are biting (dusk and dawn). When outside, wear clothing that covers skin.
  • Apply mosquito repellant that includes DEET [N, N diethyl-m-toluamide] on your skin when you are outside
  • Turn over standing water where mosquitoes lay eggs or better yet – rid your outdoor area of standing water in which mosquitoes can lay their eggs.

Remember to apply all mosquito repellants in accordance with the recommended frequency and methods suggested by the manufacturer.

Okaloosa County Mosquito Control recommends the following mosquito-borne illness preventative measures:

DRAIN standing water to stop mosquitoes from multiplying: • Drain water from garbage cans, house gutters, buckets, pool covers, coolers, children’s toys, flower pots or any other containers where sprinkler or rain water has collected.

  • Discard tires*, drums, bottles, cans, pots and pans, broken appliances and other items that aren’t being used.
  • Empty and clean birdbaths and pets water bowls at least once or twice a week.
  • Protect boats and vehicles from rain with tarps that don’t accumulate water.
  • Maintain swimming pools in good condition and appropriately chlorinated. Empty plastic swimming pools when not in use.

* Waste tires can be disposed of FREE at the South Okaloosa County Transfer Station and the Baker Landfill. This applies only to local households, not businesses. Tire sizes are limited to passenger car and light truck tires. Quantities limited – 5 tires per household/month.

COVER skin with clothing or repellent: Clothing:

Wear shoes, socks, and long pants and long-sleeves. This type of protection may be necessary for people who must work in areas where mosquitoes are present. Repellent: Apply mosquito repellent to bare skin and clothing. Always use repellents according to the label. Repellents with DEET, picaridin, oil of lemon eucalyptus, and IR3535 are effective. Use mosquito netting to protect children younger than 2 months old.

COVER doors and windows with screens to keep mosquitoes out of your house:

Repair broken screening on windows, doors, porches, and patios. The County Mosquito Control Program sprays for mosquitoes county-wide excluding federal and state-owned land. Mosquito spray trucks generally operate starting 2 hours before sunset and/or in the 2 hours after sunrise. Surveillance activities may indicate certain types of mosquitoes known to be disease vectors that are active during time periods other than noted. If this is the case, the County will respond appropriately.

In addition to spraying, the County has an aggressive larviciding program that includes more than 1,500 sites treated and are checked on a regular basis. Additionally, more than 750 ponds and areas with standing water are treated with gambusia fish which eat mosquito larva and are able to reproduce at a high rate.

Residents are also reminded to have outdoor animals vaccinated against mosquito borne disease. Horses should be vaccinated against Eastern Equine Encephalitis (EEE). Although West Nile and EEE can occur throughout the year, peak season is August, September and October. Horses must receive two vaccine injections 3 to 6 weeks apart and then it is recommended every 3 to 6 months. Dog owners are also reminded to have pets treated for heartworms since certain mosquitoes present in Okaloosa County carry the disease as well.
